Plumbing facts for Aliso Viejo
Aliso Viejo is the youngest of Orange County's 34 cities. Voters approved cityhood on March 6, 2001, with about 93 percent saying yes, and incorporation took effect that July 1. The city was laid out as a master-planned community on the old Moulton Ranch: its plan won approval in 1979, and its first homes sold in March 1982. Most slopes, medians and parks are still kept up by the Aliso Viejo Community Association.
Roughly 20,500 housing units stand here by the Census count, and the median one was finished in 1995. The 1990s account for half of them, and a mere 6 percent were standing before 1980. Detached single-family houses come to only 36 percent, and owners live in 57 percent of homes, so a plumbing call here often involves a landlord, a property manager or a homeowners association as well as the person who phoned. A drain line can serve two units, and a supply line leaking in one home can show up on the wall or ceiling of the next.
Moulton Niguel Water District supplies nearly the whole city, with the El Toro Water District serving a small part. All of MNWD's water is imported, a blend from the Diemer and Baker plants treated with chloramines, and in 2024 its hardness averaged 16.45 grains per gallon. In homes this young, mineral scale is often the first thing to wear on the plumbing: it builds up in tankless heat exchangers, water heater tanks, softeners and faucet cartridges. MNWD's inventory found no lead in District-owned or customer-owned service lines.
Sewage goes to MNWD too, which has treated wastewater from 1964 on at its Regional Treatment Plant and its 3A plant. For a plumbing permit you deal with Building & Safety, a service the City contracts out, with its counter in City Hall at 12 Journey, Suite 100. Inspection requests are made online and each trade has its own, so a job that needs building, mechanical, electrical and plumbing permits gets four separate bookings. Where a leak or a backup sits beside a Community Association slope, the first job is showing where the association's ground ends and your pipe begins. That tracing is done at your door, by a plumber sent from Dana Point.
Over the Aliso Viejo line, in Laguna Woods, Laguna Hills, Laguna Niguel or Laguna Beach, the same 24-hour line answers and the plumber still comes to you from Dana Point. The cause of a leak or a backup is found before anything is opened, and the work waits until you have the price in writing.
